If you wish to argue that development should take account of the environment, you're not alone.
The Government has said the same thing on many occasions.
So when you respond to planning applications, you should refer to cases when the Government has supported your argument, in Governmental polices and documents.
Citing and quoting particular paragraphs will help you when you wish to argue that local authorities should ensure that development conserves

- Urban regeneration
- Maintains the landscape
- Protects the countryside
- Protects tranquility
- Puts the right homes in the right places
